So it understandable to paint them in place. First, everything should be cleaned thoroughly with a degreaser that won't leave a film.
Start staining at the top of the staircase and work your way down. If you need to use the staircase while painting is in progress, stain and finish every other tread, and then come back and finish the job when those treads have dried. Step 2 Apply the stain with a paintbrush, and wipe off the excess with a rag, going with the grain of the wood.
Fill any gaps or cracks with the proper filler (wood filler for wood steps and concrete repair filler for concrete steps). Let dry. Sand down (for wood) to the level of the stair surface. For concrete, use an epoxy filler (exterior grade) or concrete repair filler.
The next time you refinish the back steps or deck, consider adding sand to paint before you apply it. That way, in addition to protecting the wood, you can also boost safety.
